The hit/miss ratio on one-liners is truly abysmal, none of the characters have any chemistry, and it's never even stupid enough to be interesting. A movie about literary characters with a target audience of people that don't know how to read.

This review may contain spoilers. I can handle the truth.

Civil War is a movie that can't be watched without the Truffaut truism about war movies ringing in your head - that you're here as a voyeur to The World That Might Be, to see tanks on the streets of the capital, to see suicide bombers waving American flags, to see brother killing brother. The first, and by my money best, of Peebles' short films. You might call it amateur, scattered, or cacophonous, but I'd say dynamic - and never boring.

Documentaries about ephemera are my favorite flavor.

You can tell how experienced Perjurer is at teasing out information to build a narrative being built (i.e. the Shapeland twist in his last feature-length video). The offhand namedrop of Alex Lasarenko midway through is just SO well-done. Just memorable enough to stick in your mind without standing out, a forgettable piece of a larger puzzle, and that's exactly what the closing argument is about.

Maybe a little self-indulgent, as a documentary, but considering the subject matter I'm not sure that can be helped.
